Ukraine activities as part of the GIZ global programme of the Export Initiative for Environmental Protection

The Export Initiative for Environmental Protection (EXI) has supported two global projects of the partner organisation GIZ GmbH with project modules in different countries in order to improve the conditions for the introduction of innovative environmental technologies ‘Made in Germany’. Two project modules were also implemented in Ukraine as part of these activities.

Since April 2023, the GIZ global project ‘Environmental Protection Worldwide’ has been supporting EXI in establishing an improved waste and recycling management system in Ukraine. The project builds on the experience, partnerships and successful implementation of the global project ‘Supporting the Environmental Protection Export Initiative’ from August 2019 to March 2023. The total funding volume of the activities in Ukraine in the period from August 2019 to December 2025 amounts to €2.944 million, of which around €1.7 million is planned for the years 2022-2025 (€535,000 in 2022, €450,000 in 2023, €400,000 in 2024 and €374,000 in 2025).

The four communities of Chornukhy, Hrebinka, Novoorzhytske and Pyriatyn in Poltava Oblast have formed a joint Waste Management Association that started work in 2023.

Despite the Russian war of aggression against Ukraine that began in February 2022, the project activities were successfully continued. The aim is to establish better waste management through cross-municipal cooperation and to introduce separate collection and recycling of waste in four municipalities in the Poltava region.

With the establishment of the municipal company Ecoservice-2022, an important building block was laid for the development of a separate collection system in the Poltava region. The demand for replication of the system is high.

Ukraine's candidature for EU membership requires the gradual introduction of a circular economy. To this end, the Ukrainian government intends to set up a system of extended producer responsibility (EPR). The establishment of separate collection systems is an essential prerequisite for this.

In cooperation with partners from the German economy, the development of institutional and personnel capacities is to be continued and the Ukrainian government is to be supported in the development of a legal framework for an EPR system. Expertise and experience from Germany and other EU and EU accession countries will be brought to bear here.

Project activities 2019-2025

Development of a regional waste strategy 

With the support of German development cooperation, a national waste strategy was developed for Ukraine, which was implemented by the Ukrainian government in November 2017. The focus was on reforming municipal waste management and introducing regional waste management plans.

The aim of the country module implemented in Ukraine as part of the GIZ global project ‘Supporting the Environmental Protection Export Initiative’ was to develop and implement a regional waste strategy for Poltava Oblast, one of 25 administrative units in the centre of the country. This work included the formalisation of cooperation between the municipalities, the development of a regional strategy and municipal plans as well as awareness-raising and training measures.

Cooperation agreement for the establishment of a municipal waste association

In November 2022, the four municipalities of Hrebinka, Novoorzhyzke, Pyryatyn and Chornuchy in the Poltava region signed an agreement to establish the joint company Ecoservice-2022. The aims of the cooperation were to establish an effective waste management system, introduce separate waste collection, optimise municipal expenditure for the maintenance of the waste management system and jointly represent their interests.

Development of the municipal waste association

In May 2023, the municipal waste management association Ecoservice-2022, which had been founded a year earlier, was able to start its work. The equipment required for this was procured in Ukraine and Germany and provided by GIZ on behalf of the German Federal Ministry for the Environment. This includes a mobile sorting plant, a waste collection vehicle, a loader, a compactor, 470 containers and other tools and instruments.

Investment component: Hardware installation and training

In October 2024, a truck scale was installed on the premises of Ecoservice-2022 and training courses were held for employees in November and December 2024.

Implementation milestones 2019–2023
