In the "EcoPontes Luanda" project in Angola, a system for separate waste collection was established in the capital city, Luanda. In collaboration with local NGOs and the informal sector, four "EcoPontes" waste collection centers were set up. During festive opening events, not only were the new collection points introduced, but also environmental and sustainability topics were addressed. Representatives from the local administration and municipal waste management were present.

The 12-month feasibility operation was built and executed using specially developed EcoPontes standard modules for areas such as site selection, pricing, material flow management, and spare parts procurement. The waste collection centers were equipped with the necessary infrastructure, and the materials were efficiently collected using specialized vehicles. The collected materials were processed on-site and sold to local buyers for recycling.

Six waste fractions (e.g., plastic films, hard plastics, paper/cardboard) were identified, and contacts with local buyers were established. However, planned international market connections were hindered by legal regulations that effectively amounted to an export ban. Nevertheless, the goal of voluntary waste collection and the implementation of initial recycling activities in Luanda were achieved.

 Lessons learned and recommendations:

  • Focus on post-industrial plastic waste for improved material flow quality.
  • Additional revenue streams and higher quantities are needed for sustainable waste collection.
  • Intensive communication and marketing before implementation are essential.

The achieved results largely aligned with the original goals, with some adjustments made to the operational concept. The establishment of a local recycling economy and the creation of processing capacities were successful. The long-term objective is to establish a mandatory Extended Producer Responsibility (EPR) system to establish a sustainable circular economy.

The standard modules and materials developed in the project can be utilized in other waste collection and recycling initiatives. The project contributed to raising environmental awareness, promoting climate protection, and enhancing technical expertise. Efforts are underway to establish additional EcoPontes centers and expand activities in Angola and the region.
